Roof Leak Repairs in Townsville: Cost & Licences

Wind region C: the fixings are the job

The Queensland Reconstruction Authority's building guidance states it plainly: "Coastal areas north of Bundaberg are classified as Wind Region C. Homes in this area are designed to resist a cyclone with winds of 250 kilometres per hour, which the Bureau of Meteorology classifies as a mid-category four." Within region C the site itself is graded again — homes designed using AS 4055 carry a classification of C1, C2, C3 or C4 depending on proximity to open country or large bodies of water, whether the site is on a hill, and whether other buildings shelter it. Two Townsville houses a few streets apart can sit at different classifications, and an exposed block near the water or on a rise answers to a tighter one than a sheltered inner-suburb lot.

What that changes in the code is specific. NCC 2022 Volume Two H1D7(2)(a) satisfies the structural performance requirement for metal roofing through AS 1562.1 and, in wind regions C and D, adds that "metal roof assemblies, their connections and immediate supporting members must be capable of remaining in position" through the low-high-low pressure sequences in Table H1D7 — 4,500 cycles at 45% of the design pressure, 600 at 60%, 80 at 80%, one at full pressure, then the sequence in reverse. The code's own explanatory note says low-cycle fatigue cracking is "a complex process where small changes in load, geometry or material properties can significantly affect the fatigue performance of the cladding system (includes immediate supports, fixings and cladding)", and that failed elements "become wind driven debris". The simpler path — following Part 7.2 of the ABCB Housing Provisions — is offered by H1D7(2)(c) only "provided the building is located in an area with a wind class of not more than N3", which a region C site is not.

The practical read is that the screw, the sheet profile and the batten under it are one question rather than three. The QRA guidance describes the same thing as a chain of connections running from the roof cladding to the ground, names "inadequate batten to rafter connections" as "a common issue in older homes", and shows roof loss caused by corroded roofing screws, advising that "routine roof maintenance should include the replacement of corroded fasteners". On an older Townsville roof, lifting one sheet to chase a leak is also the only cheap opportunity anyone will get to look at the fixing beneath it. That is where the extra time in a local quote goes, and a quote that prices only the sheet is the one worth asking about.

The wet-season clock, in numbers

The Bureau of Meteorology's climate statistics for Townsville Aero (station 032040), 85 years of record to 2026, give the shape of the year exactly. Mean monthly rainfall runs 130.3 mm in December, 274.4 in January, 312.4 in February and 198.5 in March — 915.6 mm of a 1,162.3 mm annual mean, or 79%, in four months. September is the driest month at 9.9 mm across a mean 1.2 days of rain of 1 mm or more; February averages 12.7 such days. The roof is dry, walkable and available for most of the year, and then does its entire year's work in about sixteen weeks.

That is the whole case for the pre-wet-season gutter clean and clear at A$145–300. The NCC's own explanatory note to Part 7.4 of the Housing Provisions says stormwater drainage systems "are not designed to remove all water to an appropriate outfall during exceptionally heavy rain, particularly in tropical areas", and that eaves gutter systems are designed to remove water from a rainfall event with a 5% annual exceedance probability "provided they are not blocked". The design assumption is a clear gutter. Eight months of dust, leaf litter and no flushing rain is precisely how a gutter stops meeting that assumption, and the first genuine downpour is when you find out.

One thing that surprises people: Townsville does not need a bigger gutter than Brisbane. The code's own five-minute rainfall intensity table (Housing Provisions Table 7.4.3d) gives Townsville 235 mm/h at a 5% annual exceedance probability and 300 mm/h at 1%; Brisbane is 236 and 306. Eaves gutters are sized to the 5% figure and overflow measures to the 1% figure, so the sizing input for the two cities is effectively identical. What differs is not how hard it rains in a five-minute burst, but how much of the year arrives at once and how long the gutter sat undisturbed beforehand. A tropical gutter is not a bigger gutter; it is a gutter that was cleared in September.

What "roof lining" means on a North Queensland metal roof

People searching "roof lining repair" in Townsville are usually describing one of three different layers. Under a tiled roof it generally means sarking — the pliable membrane the Housing Provisions define as "a material such as a reflective insulation or other flexible membrane of a type normally used for a purpose such as waterproofing, vapour management or thermal reflectance". Under a metal roof here it more often means the foil-faced insulation blanket draped over the battens before the sheets go down. And sometimes it means the ceiling lining itself, which is the layer you can actually see stained from inside.

On whether any of it is required, the honest answer differs by roof type. The NCC requires sarking on tiled roofs: every tiled roof pitched under 18 degrees regardless of rafter length, and above that by rafter length, complying with AS 4200.1 and installed with laps of at least 150 mm or taped joints, fixings at no more than 300 mm centres, and no sag greater than 40 mm (Housing Provisions 7.3.4 and Table 7.3.4). There is no equivalent requirement for a blanket under sheet roofing. The condensation provisions that do mandate membrane performance and roof-space ventilation are both tied to climate zones, and it is worth being precise about which part of the building each one governs. 10.8.1(2) is an external wall clause: it sets a minimum vapour permeance for a pliable building membrane, sarking-type material or insulation layer installed on the exterior side of an external wall's primary insulation, in climate zones 4 and 5 and in zones 6, 7 and 8. The clause that governs roofs is 10.8.3(1), which requires a ventilated roof space only in climate zones 6, 7 and 8. Townsville is climate zone 1 — so the wall clause is about the wrong element and the roof clause is about the wrong climate zone, and neither reaches a Townsville metal roof. So the blanket over a Townsville metal roof is a comfort and running-cost decision, not a code obligation, and a quote that justifies it as "code required" has the reason wrong even if the product is right.

When the lining is what actually failed, the mechanism is worth knowing. Lysaght, the sheeting manufacturer, describes it directly: "When the air in a building is warmer than the cladding, water vapour (moisture) in the air can build up on the inside of the cladding", and a reflective foil laminate is "commonly used" as a vapour barrier — installed so that it is "draped between roof supports so that the cold cladding is not in contact with the laminate (except at the supports)". Two consequences follow. A blanket pressed flat against the sheet loses the separation that makes it work. And a torn, sagging or compacted blanket does not stop water, it redirects it — which is why a ceiling stain often appears metres from the actual entry point, and why "we traced the entry point" is worth more on a quote than "we sealed the area".

Which QBCC class covers which part of the roof

Metal roof sheeting and flashings sit in the Roof and wall cladding class. QBCC Regulation 2018 schedule 2 part 43 sets its scope of work as, among other things, "select and install roof cladding other than terracotta and concrete roof tiles", "fabricate and install rainwater goods", "flash penetrations through roofs and walls", "design, fabricate and install external flashings, metal ceilings, associated soffits and fascias" and "refurbish and maintain roofs, excluding painting roofs". Tiles are a different class: schedule 2 part 58, Roof tiling, covering fixing tiles, setting out and fixing battens, bedding and pointing, and installing "safety mesh, sarking and antiponding boards". Gutters and fascias have a class of their own again, schedule 2 part 42, Metal fascias and gutters.

On the "roof plumber" search: Queensland has no QBCC licence class of that name. The roof-related classes in schedule 2 are parts 42, 43 and 58, and none of them is called roof plumbing — that is a New South Wales licence label, which is why searching it here returns mixed results. Roof drainage also sits outside Queensland's occupational plumbing regime. The Plumbing and Drainage Act 2018 defines "plumbing" around water supplied to or carried within premises and sewage carried above ground to drainage, and "drainage" around sewage and greywater; roof drainage is dealt with separately, as a "stormwater installation", which the Act defines as "roof gutters, downpipes, subsoil drains and stormwater drainage for the premises", and the Act's only substantive rule about it is that it must not be connected to a sanitary drain or an on-site sewage facility (s 80). Nothing in the Plumbing and Drainage Regulation 2019 extends the occupational licence to roof drainage.

That leaves the A$3,300 line, which works here the same way it does in Brisbane. QBCC Regulation 2018 schedule 1 section 2 provides that work of a value of $3,300 or less is not building work — so not licensable — unless one of its exceptions applies, and the exceptions list schedule 2 parts 11 to 14, 18, 19, 36, 51 and 56. Parts 42, 43 and 58 are not among them. A leak repair at A$78–226 or a gutter clean at A$145–300 therefore sits below the line. Two things stop that being a reason to hire anyone. Section 2(c) withdraws the exemption where the work is within the scope of work of another schedule 2 licence and is carried out by a licensee as part of a contract for building work of which the total value is more than $3,300 — so the same small item is licensable inside a larger job even though it would not be if quoted on its own. And below the line the Queensland Home Warranty Scheme does not attach at all: QBCC Act 1991 s 67WC(1) makes building work primary insurable only where a licensed contractor carries it out and the insurable value is more than the "regulated amount", which s 67WC(3) defines as "$3,300 or the higher amount, if any, prescribed by a regulation". Roof work sits squarely inside the scheme once it clears that line — the same subsection defines the building envelope and offers "the slab and footings system, an external wall and a roof" as its example.

One honest complication, because the classes overlap. Part 18, Plumbing and drainage, is on that any-value list, and its scope of work is drafted as "installing, commissioning, maintaining and testing plumbing and drainage services in all classes of buildings and premises, including, but not limited to" a list that expressly names "metal fascias and gutters" and "roof and wall cladding". Read literally, that would pull the same small gutter or flashing job back inside the any-value rule when it is carried out under a plumbing and drainage licence. We have not found anything settling which reading governs, and QBCC's consumer material does not address it, so the correct answer is that it depends which test applies. The practical answer does not change: on a region C roof, use a contractor whose licence class matches the material, and check the class — not just that a licence exists — on QBCC's free public register before paying a deposit.

What your insurer will want to see

The most expensive mistake after a wet-season storm is authorising the repair first. The Insurance Council of Australia's storm guidance is explicit: "Speak to your insurer before you attempt or authorise any building work, including emergency repairs, and ask for the insurer's permission in writing, as unauthorised work may not be covered by your policy." The same ICA guidance supplies the other half: "Before you start your cleanup, document the damage with photos and videos to support an insurance claim", and make a list of damaged items. Queensland Government's disaster guidance adds a detailed description of each damaged item and not throwing anything away where there is a possibility it can be restored or repaired. Those two pull in opposite directions for about a day, and the way through is a documented make-safe: the ICA defines a "Make Safe" as "immediate rectification works to prevent further damage to your property or make the site safe to visit", which is a different transaction from the permanent repair and is normally quoted separately.

The maintenance record is the other thing worth holding. The ICA's after-disaster guidance frames the risk plainly — "if a house hasn't been well maintained, it is at a much higher risk of being damaged by extreme weather" — and whether any particular leak is covered turns on the product disclosure statement for your own policy, not on anything a directory can tell you. What is inside your control is evidence. A dated September invoice for a gutter clean and a roof inspection, with the photographs taken at the time, costs A$145–300 and is an awkward document to produce in March if you never booked it.

Common questions

My repair is inside the A$78–226 range — does it still have to be a licensed roofer?

Legally, usually not, and that is the same answer as anywhere in Queensland. Work of a value of $3,300 or less is not building work under QBCC Regulation 2018 schedule 1 section 2, and the roofing classes — schedule 2 parts 42 (metal fascias and gutters), 43 (roof and wall cladding) and 58 (roof tiling) — are not on that section's list of work requiring a licence at any value. Two caveats apply before you act on it. Section 2(c) withdraws the exemption where the work is within the scope of another schedule 2 licence and a licensee carries it out as part of a contract for building work totalling more than $3,300. And below the threshold the Queensland Home Warranty Scheme does not attach: QBCC Act 1991 s 67WC(1) makes work primary insurable only where a licensed contractor carries it out and the insurable value is more than the regulated amount, which s 67WC(3) puts at $3,300 or a higher prescribed amount. A third is specific to region C. A patch that leaves the fastener pattern or the batten fixing worse than it found them is a change to a roof the code treats as an assembly that has to hold together as one, and it is not something you can inspect from the ground.

Now, if now is in the dry. The Bureau of Meteorology's Townsville Aero record puts September at a mean 9.9 mm across 1.2 days of rain, and February at 312.4 mm across 12.7 days. Not necessarily, and wind region C is the reason to ask rather than assume.
